Robert Hinckley
Chairman of the Board
From 1991 until 1999, Robert Hinckley served Xilinx, Inc.,
the world’s leading programmable logic semiconductor
device supplier, as Vice President, Strategic Plans and
Programs, General Counsel, and Secretary. From March through
August 1994, Mr. Hinckley also served as the company’s
Chief Operating Officer. In addition to his duties as the
company’s chief legal officer, Mr. Hinckley was also
responsible for the company’s business and strategy
development and for its public policy and governmental initiatives.
Before joining Xilinx, Mr. Hinckley was the Senior Vice
President and Chief Financial Officer for Spectra Physics,
Inc., which was the world’s leading supplier of lasers
and associated technology. Mr. Hinckley also served as Vice
President and General Counsel to NEC Electronics, Inc. Mr.
Hinckley has practiced law with two Bay Area law firms.
He currently serves on the boards of a number of technology
companies. Mr. Hinckley is a member of the Tulane Law School
Advisory Board. He also serves as special counsel to the
Nominating and Governance Committee of the Xilinx Board
of Directors. He has also participated in several civic
organizations as a founding director of the Silicon Valley
Citizens Against Lawsuit Abuse, a board member of the San
Jose Symphony, and a founding board member of the Silicon
Valley Art Museum.
Prior to his business and legal career, Mr. Hinckley was
on active duty in the U.S. Navy, serving, among other capacities,
as the anti-submarine warfare and nuclear weapons officer
on a destroyer supporting U.S. ground and air operations
in Vietnam. He later served as the Aide to the Director
of Naval Intelligence in the Pentagon, and is a retired
Naval Reserve Officer. While on active duty, Mr. Hinckley
was appointed a Special Assistant United States Attorney.
Mr. Hinckley, a native of New Orleans, Louisiana, received
a BS degree from the United States Naval Academy at Annapolis
in 1969 and a JD from Tulane Law School in New Orleans in
1976.
Charles Wall
President and CEO
Mr. Wall is a retired Sergeant from the
San Jose Police
Department. During his thirty year career, he acquired a
broad range of training and experience in the areas of crisis
management, leadership, executive protection, undercover
operations and criminal investigation. Mr. Wall spent seventeen
years in the Special Operations Unit during which time he
provided executive protection to all United States presidents
visiting the San Jose area from 1976 through 2002. United
States Secret Service training provided the foundation of
his executive protection skills, which he used in protective
operations for a variety of local, national and international
officials and dignitaries. While assigned to Special Weapons
& Tactics Unit, Mr. Wall participated in more than 275
hostage/barricade incidents. Mr. Wall also spent five years
assigned to the Bureau of Investigations. During this time
he received four Outstanding Duty Awards, the police department’s
highest award of recognition. He is the only officer in
the history of the San Jose Police Department to receive
four of these awards.
Mr. Wall has testified in state and federal courts as an
expert witness in hundreds of criminal and civil cases.
His investigations have resulted in changes to California
case law and he is recognized by the Department of Justice
and the Federal Bureau of Investigation as an expert working
undercover in organized crime and other clandestine investigations.
Mr. Wall participated in the first meeting held in Washington,
D.C. to define private industry’s role in the Department
of Homeland Security and was among the first group of volunteers
trained by the U.S. government in Risk Assessment Methodology.
Since entering the private sector Mr. Wall has provided
consulting advice, management services, expert protective
and investigative support and training to multi-national
corporations throughout the world. Frequently called upon
to analyze existing executive protection operations, Mr.
Wall has been responsible for restructuring major corporate
security programs. He has implemented new security procedures
in companies such as Coca Cola Enterprises, Symyx Corp.,
Creative Labs Corp., Invisalign, Quantum Corp., Cisco Systems,
Intel Corp., Cypress Semi-conductors and Hewlett Packard.
Mr. Wall is a Vietnam War veteran, serving from 1967 –
1971 in the U.S. Air Force, assigned to the 391st Fighter
Squadron.
James Caddell
Executive Vice President of Operations
Mr. Caddell, one of CSC’s founders, has more than
26 years of California Law Enforcement experience. Mr. Caddell
has also spent 15 years as a security consultant related
to site security and workplace violence issues.
Brian Wall
Vice President of Operations
Mr. Wall has more than 14 years experience in the
security industry. During the past 12 years at CSC, Mr. Wall
has managed various departments including Pre-employment
Backgrounds, Investigations, Security, Sales, and has also
established the Alarm and CCTV/Camera division. Mr. Wall has
acquired a broad range of security and field training in AOE/COE
Investigations, Corporate/Private surveillances, Undercover
Operations, Vulnerability Assessments and Firearm Tactics.
Mr. Wall holds a Bachelors of
Science degree in Criminal Justice with an emphasis in Law
Enforcement from California State University at Hayward. He
also holds a Private Patrol Operators license (PPO) and has
completed the Police Officers Standard Training (POST)
academy.
Robert C. Sampson
Director of Private Investigations
Mr. Sampson has been a licensed private investigator for
the past 24 years, and has been Director of Investigations
at CSC for the past 10 years. During this time, Mr. Sampson
has conducted or supervised over two thousand investigations.
These include investigations of wrongful death, homicide,
fraud, embezzlement and corporate theft. Mr. Sampson has
also conducted numerous surveillance and undercover operations.
Mr. Sampson served in the U.S. Army for nine years, including
two tours of duty in Vietnam with the 75th Rangers and a
tour in Operations and Intelligence, U.S. Army Headquarters
Pacific. Mr. Sampson was awarded the Bronze Star, Vietnamese
Cross of Gallantry, Army Commendation Medal for Meritorious
Service and two Purple Hearts.
Randy Archer
Director of
Background Investigations
Mr. Archer has been extensively involved with background
screenings for the past seven years. For the past four years,
Mr. Archer has been the managing Background Investigations
for the
World Wide Backgrounds Division of CSC and for the three prior years he oversaw the Background
and Pre-Employment screening operations at Manpower, Inc.
in San Jose, CA.
Mr. Archer also has a law enforcement background; while
serving as a police officer and police sergeant in Kansas,
Mr. Archer was certified
as an
accident reconstructionist, CPR/First Aide Instructor and
as a computer crimes investigator.
Mr. Archer also served for twelve years in the U.S. Army,
including service as an M1A1 Abrams tank commander and tank
platoon sergeant.
Military Awards include, The Army Commendation Medal with
5th Oak Leaf Cluster, Army Achievement Medal, Good Conduct
Medal with 4th knot, National Defense Service Medal,
Overseas Service Ribbon and the Humanitarian
Service Medal.
